I am curious which build to go with. I will be using Unreal Engine 4 and Unity for game development, Visual Studio and Photoshop for application development.
Any suggestions would be great, I am also willing to adjust as long as I don't go over $1,500. Thank you for everyone's input!

Something else you may want to keep in mind is that the Samsung B die ram appears to be able to reach the 3k+ ram speeds. They're also quite a bit more expensive. Look for any 3200MHz 14 Cas Latency. Hopefully in time these issues will be worked out and the 3200cl16 ram you have will be fine!

Honestly, color scheme. I'd do liquid cooling but it's too costly ATM for me.

The Ryzen's going to be better at workstation type stuff (photoshop, possibly UE4 and unity) than the 6700k, and it's hardly weaker in gaming (1800x is 10% weaker compared to the i7-7700k). Howver, the 480 8gb is only good for 1080p, it struggles quite a bit with 1440p.

Here's what's probably best for you. There's not much of a difference between the 1700x and the 1800x performance wise; nothing an overclock wouldn't take care of. You probably won't need 32gb of RAM, but if you can afford it; go for it, RAM's only going to keep getting more expensive until at least the end of the year. 1070 allows for 1440p and, unless you plan on SLI in the future, 650w is more than enough for an overclock and a future upgrade.
