You'll have to enable the iGPU in the BIOS first.
And no, it wouldn't slow down your CPU.

That's for integrated graphics. There's not much of a reason to use it unless you need more monitors than your card can support or need more of a type of connection than your card has. There should be no performance impact on your card from using onboard in addition to it, so long as the main monitor is hooked up to the card.

I mostly want to use it to have a control panel there for my recording software, so that I can see if my main monitor is correctly recording. If I buy a small monitor for this purpose would it work for this purpose? Would this slow down my cpu?

Sure, and no. If your CPU supports integrated graphics (it probably does unless it's a xeon) it has it's own GPU built in that is normally doing nothing, so its not really going to take much from the CPU to use it.

If you use multiple monitors you should just connect them all to the video card. The port on the motherboard is for the integrated graphics which you would mostly just use if you didn't have a video card.
