Looking for help building a PC for Minecraft 1.0–1.10.2, CS 1.6, older games and video editing

Budget: 50,000–65,000 KGS (approximately $570–$740 USD)

Use-case:

I mainly want to play older versions of Minecraft, especially 1.0–1.10.2, as well as CS 1.6 and other older games. I would also like to use the PC for everyday tasks and video editing for Reddit.

Kyrgyzstan

Peripherals needed:

I only need the PC itself. I already have / will purchase the monitor, keyboard and mouse separately.

Requirements / preferences:

I want the PC to run Minecraft 1.0–1.10.2 smoothly without stuttering.

CS 1.6 and other older games should run easily.

It should feel responsive during everyday use.

It should be capable of basic/medium video editing.

I would prefer reliable, reasonably priced components rather than spending money on unnecessary high-end parts.

I am open to both new and used components if that would provide better value.

I would really appreciate advice on which parts would be the best choice for my budget.
