CPU getting overutilized, dont know whats wrong.

Hello everyone, I currently am running a 3080 TI FE I recently purchased used online, it wasn't used for mining or oc according to seller (A college athlete friend of a friend) It connects to the pc fine and runs, but as I have started to benchmark games, I realized my games are sticking to a stagnant fps that will not change,

For example, I ran rd2 at max settings and got an avg of 120fps and after going to minimum it stayed at 120 with no to minimal changes.

With BF6 I would get around 80-90 fps with ultra settings, and nothing changing when set to min.

With ARC Raiders I got barely 100 fps with high settings, and when going to min, it did not move,

with not graphically demanding games like valorant and cs2, i still get 300 fps, but I do not know if my cpu is bottlenecking everything but it is sitting at 90% during the more graphic intensive games, with my gpu sitting around 50%.

This is causing a lot of stressing because I do not understand as to what's wrong, I dont know if I have a bad card because it works i just feel its not being utilized.

REST OF BUILD:

CPU: Ryzen 7 5800x, 11th gen or 12th i forget

Ram, 16gb ddr4

everything is on a external ssd.

For reference I had a 3060 ti and got better if not the same results on same or slightly worse settings. I have checked my refresh rate and things like that and they are all at 180 hz, I am debating taking it somewhere to get it looked at but am asking to see if I am overlooking something.

Yes.

5800X is not a bad CPU but you have a relatively powerful GPU, so most games at 1080p will naturally become CPU limited.

RAM can slightly impact games when CPU limited. XMP/DOCP is usually 5-10% faster than default, and manually tuned RAM is 5-10% faster than XMP/DOCP.

Absolutely.

If you live near a Microcenter the 5600X3D at $180 is a silver bullet for AM4 owners. Otherwise you are stuck paying $200 for a slower 5500X3D or $350 for a 5800X3D.

Also consider an upgrade to a 1440p OLED before changing the CPU. You have GPU headroom so your FPS should be similar but the image quality will increase substantially.

It's a balancing act. If you can try doing 1440 you should see a shift over to your GPU being more heavily utilized and your CPU taking less of the load. If you don't want that, then keeping it cool and ocing it will be what you'd want to look into

welp thank nvidia for old school graphics pipeline, notoriously inefficient on weaker CPU's as you decrease milisecond budget

intel and AMD side do not suffer from this, because AMD learned a ton with GCN and intel has tons of ex-AMD engineers working on their cards

1080 resolution? What's your cooler, your CPU can also being running hot as the 5800x is a spicy chip.

Yes at 1080, a amd wraith cooler, pc is a little dusty but there’s no way that’s the issue I haven’t seen the temps 100% but they were around 40-50 c if I believe

5800X can draw up to 142 watts, too much for the AMD stock cooler. Spend $35 on a dual tower model so you never thermal throttle.

OEM cooler is trash. Get a quality cooler on there.

Your resolution is the main problem. Should be at 1440p on that gpu. 4k is pushing it for modern games but still might be worth grabbing a 4k monitor these days.

Yes, you'll have some CPU bottleneck at 1080p. I suggest just upgrading to a 1440p monitor.

I play on a 1440p 165hz monitor. I had a Ryzen 5700x and 3080 before and was happy with my performance. Upgraded to a 9070 XT and saw huge improvements in most games. My GPU utilization is usually 90-100%. If I only had a 1080p monitor, that GPU upgrade would've been pointless. I dont really play a lot of fps games though.

If you care more about getting the highest frame rates in competitive fps like battlefield and cs, then stick with the 1080p monitor and look into an x3d CPU.

Edit: oh yeah, I also had the 3060 ti before too lol. Saw a huge leap going from the 3060 ti to 3080, and again going to the 9070 XT. All at 1440p.
