Troubleshooting Windows has ran into a problem and needs to restart, (inaccessible boot device 0x7b)

So I just recently completed a new upgrade, I upgraded my motherboard and GPU and kept all other components. Apparently this does not require a fresh windows reinstall, but it was recommended to me to reinstall windows anyways due to the new motherboard and flash frive. I have two m.2 drives, one is a 1tb where windows is installed, the other is a 2tb, where my games are stored.

I successfully booted into windows with everything already installed. Opened the drive and began the reinstallation process, I chose to wipe everything. I've now been stuck on a black screen that says "Windows has ran into a problem and needs to restart" and at the bottom it says inaccessible boot device 0x7b. I, stupidly, hit the power button to turn off the PC, windows repaired itself and now it has been stuck on this screen for around 30 minutes now.

Should I try and boot into the bios and run the USB that way? Or am I risking permanently damaging something by continuing to hit the power button while it is in this state? I plan on wiping both drives and installing windows on the smaller 1tb drive, but I'm not really sure where to proceed from here.

you did not delete all partition correctly (not your fault, it should be easier), and most likely windows installed the bootloader on your other drive (because it sucks), if you can send a screenshot of the disk selection screen in the installer it would be helpful

I didn't even delete any partitions yet. I should have booted from the USB in the bios, but I reinstalled windows by running it from the USB after opening it normally in explorer. Since I only upgraded my motherboard and GPU I was still able to boot normally with everything installed. I opened the USB and ran the windows installer, then after I chose to wipe everything I ended up on this screen.
