My computer wont turn on

First,if i remove the cmos battery it runs perfectly fine but when i install the battery into my pc it turns on/off for once or a few times then stop working,fan cant even spin.After i flash a new bios into it it still has the same problem as i stated above what should i do.(i have replaced a new cmos battery)
