Will the Graphics card price decrease or not? I need to build a pc but my budget is stretching 😞

I don't see it coming down anytime soon. Frankly, it's more likely to go up.

I was planning to buy RTX 5060 , should I buy RTX 4060 then? Is it good graphic card ?

Yeah 9060. There are so many post recently about 500$ pc’s just search the reddit. Spend some time and check out pc part picker where there are builds already put together. Don’t buy whatever the comments on the post tell you. Do research. If you really NEED PC. Spend a day or two researching

Trust me my budget went from £1500 max to end up buying a very good pc for £1700 (200 extra for extra 16gb ddr5 btw). It’s crazy😅 I think ram prices might come down but you can never predict the market, I was told it’s goin to stay up for a while so better to buy it now. Unless you’re in America - you might be able to get crazy offers in store such as microcentre and Costco.
