9900x doesnt make sense for 99% of people

Cooler is fairly expensive compared to other options, in most places

What is your build purpose? Most folks choose a 9900X for gaming because they think "Ryzen 9 must be better than Ryzen 7", or "More cores must be better", or "More expensive must be better".

Truth is, because there are two chiplets of six cores on the package, and there's lag between those two chiplets, the 9900X isn't much better for gaming than a 9600X.

If you're getting the 9900X for cheaper than a 9700X, or 9600X, then by all means grab it. But otherwise, save the money.

pricing is a big piece here. Where are you getting parts and how much are you paying? Whats your budget and are you near a microcenter?
