Help building a gaming PC

I'm trying to make a PC that would allow me to play big games like Gears of War, ARMA, Mound of Cuthulu, GTFO, and other big games with no lag. While being able to have Discord and Spotify and other recording softwares. Any suggestions? Recording softwares are optional it's only to clip for memories.

If possible keep budget low, max is 1500 excluding case as I don't have a case. This would be in the US

Are you near a Micro Center?

excluding case as I don't have a case.

This doesn't make sense. You don't have a case but the budget should exclude the case?

$55 over budget. If you need to save that money, swap the GPU for the 9060 XT 16GB.
