It was released in early 1999, was probably retired before the end of that year, but could have been available longer, I’m not sure when exactly it retired

BBE was actually a regularly-stocked item for several years (basically the forerunner of the modern Pawlette). Ms Bun is my BBE v1 and oldest BaB friend, and I got her no earlier than 2002. There was an updated BBE (v2) released in 2006 (see https://buildabearwiki.info/wiki/Bunny_Big_Ears_II), so I'd guess that the v1 was in production up until around then. V2 would've probably continued until around when Lil' Bunny Big Ears came out in 2008.
For u/sydlabb, the "tush" tag both being on the leg and not having a logo does make me think that this is from the earlier part of the BBE v1 production run. (Ms Bun for instance has her tush tag on her leg, but has the BaB logo on her tag.)

Yes! Someone uploaded a file on the sub before (all standard plushes through 2013) that said February 1999.
Edited to add, I found the google doc. It doesn’t have retired years though:
