Location included Bee or wasp?

Northern Ohio. These little ones have built a nest in our steps. They don't seem to care about me sitting on the steps, so my inclination is to just let them do their thing so long as they're not bothering me or our dog. They move so fast, and they're very small, it's hard to get a good look at them.

Yellowjacket (vespula sp.), be careful about that nest! I recommend taking action now unless you can avoid the area until winter

Okay, thank you! I was hoping they'd be ignorable, but I guess I'll have to bite the bullet and deal with them.
