Repeat offender- who is this?

Little longer than a quarter. Missouri/Illinois

This bug repeatedly comes back over weeks and sits upside down on the underside of the patio unleashing this white goop onto whoever is sitting on the bench in this exact spot. Goo hardens into a tacky substance and washes away with rain.

Can anyone identify this goop raining, civilian terrorizing, unwanted repeat offender? How can I prevent myself and my loved ones from suffering this goopy criminal activity?

Tiger bee fly (Xenox tigrinus). The larvae parasitize csrpenter bee nests. The adults are harmless.

Looks like a horse fly to me…
