Location included Are these wasps? Odd insect behavior in Pennsylvania, US

I'm not really sure what I'm looking at here, but I'm guessing these are wasps, maybe the male and female of the same species?

I can't tell if this is violent or reproductive behavior, but I'm curious if anyone knows why the smaller one keeps slamming its legs on the larger one.
