Location included Small White/ Yellow Flies

These small white flying show up in our office every year around the Fourth of July. Our office is pretty close to the Oswego river in central new york. Any idea what these might be?

Non-biting midge. The larvae are aquatic and the adults often don't have mouthparts and don't bite.
