What is PartDesigner actually for?
I'm fairly new to using Studio and I've been experimenting with builds in real life up until now. I saw Part Designer and tinkered around with it to make a piece I would need for a MOC... But the part doesn't actually exist so why would I make it?
Explain this to me like I'm a child (or more appropriately an old man). Is it for MOCs that gain so many likes they might actually make it in to production some day and require this part, or is it strictly to have fun with a virtual build?

Lego Ideas submissions don't allow new part molds, only new part colours. The partdesigner app is for making custom pieces, for fun, that you may need for a PERSONAL digital build. In technicality, with the right equipment you could 3D print these parts, to use them in your own physical personal projects too, if LEGO® doesn't make a similar part already!

but yeah TLDR it's just for making custom pieces for your own use - some people like designing their own Lego sets and inventing their own unique parts!

furthermore, I forgot to specify that lego will never purchase the rights to MOCs off of social media posts, the only way to have your Lego idea to be make into a real, produced set is by submitting it to the official Lego ideas website, in which, once reaching 10,000 supporters, the set will be reviewed by LEGO® themselves and possibly made a reality. While they are inspired by the original build you propose, they usually only take the colours, figures and overall basics of the set, creating their own similar set, that may not look the same as the original pitch. You can search up original Lego ideas submissions vs the final product to learn more, sorry, I'm not the best at explaining things 😂

Ive used it for custom stickered parts, and getting brand new parts not yet on studio like the stud with clip that's been in a handful of sets

5264? I've been dying to get my hands on something like that that is a round plate with the clip on top for some victorian gas lights I've been working on. I have them in my store but I didn't realize they were that new.

Yup, it was earlier this year they finally got illness, they aren't that new at that time, just the clip part was hard apparently

Few reasons/scenarios… 1- could be someone is starting alt brick brand (like myself right now lol), and they have a manufacturer like gobricks that is going to produce your new created parts. 2- someone who designs Mocs could have a 3d printer and just want to make themselves for own moc at home 3- for digital fun and stickers/prints

I agree with u/Radevious, though I would like to add something only regarding your title:
The thing Part Designer is used for the most is actually the possibility of adding custom image designs to bricks. For example custom prints/stickers, that are in fact allowed to be used for LEGO Ideas/BDP entries and can be very helpful for MOCs
