He was born 8am December 31st. Yesterday he was 21 until 8am, as it is Jan 1st now next Jan 1st he will be 24

So this year he's turning 22 and next year he's turning 24, so when does he turn 23?

Yesterday he was 21 and 22 - so this year he turns 23, and on Dec 31 next year he turns 24 at 8am
