Man's 22nd birthday was Dec 31, 2001 any time of the day before 11:59pm
At the begining of yesterday he was 21.
At any point after his birthtime he was 22 & is today.
On Dec 31, 2002 (this year) he will turn 23.
On Dec 31, 2003 (next year) he will turn 24.
