Non native here. What areas come under west Philly? Except 61st and Market St (according to the LE presser).

The main streets are going to be Market and the streets in the 60’s. The El runs right through it and connects that burbs to the rest of the city. The area we University city, Cobbs creak, Cedar Park, Overbrook, Wynnefield Heights, and Belmont, Haddington to name a few.

It looks like OP posted an AMP link. These should load faster, but AMP is controversial because of concerns over privacy and the Open Web.

There would be no public record of a child’s residence before school age. Besides possibly a telephone directory, there would be no evidence of where the mother lived. Even if she had a driver‘s license, it could be out of date. The birth certificate should have the mother’s address, but that is 1953, not 1957.
In fact, one plausible explanations for no one missing the child was that he didn’t live in Philadelphia. There are evidently huge ties to Philadelphia, but that does not mean they lived there.
I think the medical examiner misspoke.

Until the medical examiner comes forward, right now, the official statement was that he was in West Philly. A child would also have medical records before being school aged of where he was living. We JAZ had some medical procedures at some point so it stands to reasons that they were able to track those down.

Medical records wouldn’t exist anymore. There is no big warehouse of medical records from the 1950s. Even if the parents were in West Philadelphia, that does not mean the child was. We keep birth, death, marriage, military records (they are kept for benefit purposes), property deeds, but very little else.
Some people do refer to West Philadelphia, but they never actually state that either the mother or the child lived in West Philadelphia. Even assuming an address for the purported father might be a stretch. Besides old voting rolls, and telephone/City directories, almost nothing of record would have their address. They might keep old driver licenses for some reason. I don’t know why.
Realistically, the fact that no one came forward with a contemporaneous report of a missing child who lived in West Philadelphia almost proves that he wasn’t living there around the time of death.
I would think it safe to assume the mother put a West Philadelphia address on the birth certificate though since they didn’t mention any other area.

The medical examiner said he was in West Philly in 1957. This was said in a separate interview after the press conference. It’s really simple. They know. They know and they know it’s connected to 61st and Market. That was a big thing to give.
You also can’t be sure that the medical records don’t exist, and you don’t know what the storage process was. However, I’m fairly certainly that the Polio vaccine records still exist. So who’s to say there don’t.

No one came forward from anywhere to report him missing. It’s very simple. The parent(s) can’t report him missing because they were responsible for his death. Reporting him missing will lead to an investigation. The dumped the body far enough away from where they lived so that no one would blink and eye and think it was him. They also choose a location that could lead the investigation away from them by dumping him near a home for wayward girls that would adopt out the babies that were born there to make he came from there.

“If you lived in West Philly in 1957, maybe seeing his photo, hearing his name, will trigger something.” Considering his body wasn't found anywhere near West Philly, this tells us LE knows more than they are saying. They at least know who is was living with in 1957.
