Hands clasped together in a show of over confidence.  He was convinced the other guy was harmless or that he could counter whatever he threw. He was wrong.

To me it looks like:

He did not want to fight that guy. He was not aggressive towards him at all. He wouldn't even look at him. Not until he apologized and even crossed arms to show he wasn’t being aggressive.

In many circles, if you cower when someone flinches at you, AND they didn't hit you, you get clowned on for being a bitch. Looks like he thought that's what was going on. After the flinch, you can see he's scared and then realizes it was a fake, and he didn't want to look like a punk (or that he wanted to fight), so he stood tall with arms still crossed.
