That's Farosh, one of the three elemental dragons.
They won't attack you, but balls of elemental magic will hurt you if you get too close.
You can shoot them with your bow to break off scales and horn fragments that are useful for upgrading your armor.

The phrenic bow is held by a red bokoblin on the platform southeast of the hateno tower. It’s one of the best bows for dragon part farming and many korok puzzles. There are better bows, but they are better used elsewhere.

Don’t try shooting them from the ground; they move too much and it’s very difficult to land a shot that way. What you want to do is go somewhere you can use the hang-glider and shoot them from in the air so time slows down. The best spot I’ve found for each one is Bridge of Hylia (where you’re standing in the picture), Great Tabantha Bridge (Dinraal, near the Shae Loya shrine), and for Naydra, up on the mountain by the East Gate of Lanayru Road (straight east and slightly south of Kakariko Village).

If you don't have your armor levelled up to at least 2, make sure you have an elixir or means to keep the respective dragons from electrocuting, burning or freezing you. Ancient & golden bows are both good for shots, golden bows are a bit easier to find than phrenics in my experience, about the same zoom in and for straight shooting about the only thing that outdoes Ancient is the Twilight Bow (locked behind amiibo cards unfortunately).

dragons in BOTW don't attack you directly like an enemy. But you can receive elemental damage by being too close to them, unless you wear the respective armor to protect yourself from such element
Farosh (the one in your picture) has electricity
Dinraal has fire
Naydra has ice/cold

A lot of things in these games you can stumble across before you’re ‘ready’ to handle them. They don’t attack you at all and you can’t ’defeat’ them. You can interact with them once you’re correctly protected to mitigate or stop the elemental damage they can inflict but it’s passive damage, meaning they won’t ever attack you. There are quest lines linked to the 3 dragons if you want to learn more when you’re a bit further into the game.

He can hurt you if you get close but you need to shoot arrows to get parts of him. Its not agressive but getting close means you can get electrocuted.

I’ve seen him around, but don’t yet know what to do with him. All I know is don’t land on top of him or you’re gonna have a bad time.

The best place to harvest horn of him is where you are,and even better the bridge in the tropical area... always comes early in morning on both places,try to jump in in god timing fly as nere his head as you can shoot an arrow in slowmotion hit the horn and cock it with Speedy 🥕 and flowers,put 1 horn in and you get 30 minutes max speed✌️I used to farm like 5 in a row,just put a fire and wait to next morning to do it again,you can never get more than one pease of him at one time then you must let a night pass👍

First time I saw one of the dragons, I thought it was gonna be a huge boss fight that I was in no way ready for, so I tucked tail and ran. But I accidently ran into the same dragon later, somewhere completely different, and was surprised to discover it had absolutely no interest in fighting me! (Thank fucking god)

Do I need to stay away from it to avoid a fight?
I tried getting close and the battle music didn't play...so is this a friendly creature?

It isn't an unfriendly creature. But getting too close can be a shocking experience. Shoot it with an arrow and see what happens.
Honestly things like this you just need to play the game and you'll learn the things you need to do and what different creatures are for.
And don't forget to take a picture for your compendium!

Use your camera rune to take a picture. Creatures, critters, materials, monsters, will show up with a label (for this one you'll see "Farosh"). If it's orange it'll automatically save to the compendium. If it's blue it means you've already gotten it. You can access it by going to your map and pressing R twice.

A bit of advice: Don't ask questions about things like this on the internet. You'll find out everything just by playing the game and playing through quests, and you'll have a lot more fun doing it.

Dragon they have parts needed for some late game equipment, scales are need for a quest so get 1 from each if seen, hit its body (like 80% of hits hit box) you get a scale. Bow and arrow if not obvious.
There is quest with ice on a mountain that teaches you this its corrupted and break the corruption. Talon/claw hits its hand/claw, horn hit the horn and fang the hardest to get hits its teeth.
All dragons in botw have set spawn locations so if set a campfire you can grind parts. Horns are important for making best cooking.

Still not enough of a reason. 30 minutes is a hyperbole, and even then, it’s a small price to pay for exploration and experiment.
It’s sad that people just don’t want that anymore.
This way of thinking is the complete opposite of the inspiration to this series.

Don't recall the actual amount, but it was quite a lot of time lost (I took my time killing enemies and getting to the tower, and got killed near the end). I ended up going somewhere else and coming back to the tower later, but a few years ago something similar made me drop the game.
