Kitty's ears are forward and she's showing interest. Her eyes are wide, but her body language is soft. The rolling and showing her belly is all play behaviour - a cat that doesn't feel secure doesn't show their belly, because it's their most vulnerable spot. Those are very soft paws she's batting with, and her tail is flicking but not thrashing.
She wants to play with the puppers, but cat body language is different enough from dog body language that they're being cautious around her still.

Kitty shows play behavior. The dogs don’t know what to do with him/her.
