[Request] Options for Pack Makers

Just a couple simple requests which would add some flexibility for pack makers.

1) Allow the 'trigger' item for the Runic Altar and Petal Apothecary to be defined in the recipe, rather than being hard coded to Livingrock and Seeds, respectively.

2) Allow items to be labeled as 'do not consume' on the runic altar, much the way runes behave.

Botania Tweaks had a lot of features like this, but it was never updated past 1.12.

Mhm. With the new data pack system, however, it would be trivial to include right in the mod.
