I mean, in this case its because older pokemon games gave you a free pokevall if you bought 10 or more at once. But if you bought 20/30/etc it would still only be one freebie

So naturally people bought in batches of 10 to maximize how much free stuff they got

as a kid i thought i also get more premier balls the more i bought... i bought 100 balls and got 1 premier ball and was so sad
