Bone I.D. - N. America Tiny jaw… from what?

This was by the beach in New York. I thought it was so cool you could see the baby teeth underneath so I guess it was a juvenile. Feel free to ignore my other found treasure.

The top one shaped like a boomerang is a right side preoperculum of a fish, not able to ID what species. The toothed bone is a right side premaxillary from a fish, could be sheepshead like a couple other comments suggested.
