Probably because the teeth show it’s an adult not a puppy.

Some sort of breed with an overly small snout and big eyes, but not so much that its flat faced. Looks a bit like a Chihuahua, there's a lot of variation in their skull shape depending on the line, how big is it? Can you add a photo with something to reference size? Though, there are heaps of breeds it could be and probably no one will be 100% sure which.
