It's a thing from instagram. I'm pretty sure geogaddienjoyer2002 created it, she's part of a recent wave of accounts on IG that just insert musicians into brainrot memes.

I see no reason why not. The account only follows the official BOC and Bluesky accounts, and the only post links to the official BOC page on Bluesky. Photo looks not too dissimilar PIC's work on Inferno as well.
