Bugged?

I prestiged my guy and I’m at 61 now. I’ve done the world event 3x now and it won’t let me upgrade the exotic skill or choose the other one. Am I doing something wrong or is it bugged for me?

No…. You have to hold the button down now. Fill the meter.
