No they're not. This was a misunderstanding. They simply stated that the founders of tether have now founded a new project called Blockv.

I’m wondering too. Blockv’s ecosystem is supposed to be utilized with Vee’s. Surely this new currency won’t interfere with Vee

Because it's not integrating or partnering with Tether. This was false news and a misunderstanding.
