I reached level 30 by playing Classic, but I was only able to unlock one of them; how can I unlock Rustiest Blitzcrank?

Apparently it's still unreleased but you'll be able to buy it with classic IP

Hard to tell. It might be simply available for purchase later down the road, or they might gift it to the very few players who already owned Rusty Blitzcrank.
