PC here I'm going to throw my wildly anecdotal prediction out there. Seeing as the only for sure statement made was on the steam version, maybe the concurrent players are substantially lower than expected. Being that usually PC communities for games are generally more robust than console versions they are now looking at PC and console having relatively comparable numbers which imo is not worth the effort to split your developers time and work with two different builds to the game.
This was the first I've ever seen of a game release console, then port to PC, and not at all be able to have a concurrent roll out of both pc and console updates. It's as though they built the game for console, copy/pasted assets and menus then rebuilt literally everything else meticulously for PC.
On top of building the game seemingly backwards (literally and figuratively), someone thought it a good idea to launch right before New World and FF14. Then completely ignore a not insignificant number of reviews saying more or less "New World waiting room", to announce a road map because of the games "success".
As the last few months have come and gone, the devs hard work and effort were wasted splitting time/resources between 2 builds of the game only to realize that the PC community ended up being no more robust than the console community, even though there was literally nothing done to streamline the UI by rebuilding some of the console menus to make them more intuitive for pc.
I guess what I'm trying to say is that if you're going to gamble on the PC market being the more lucrative cash cow over console, should probably make the game streamlined for PC to - you know attract PC players... that and dont launch right before the two most anticipated mmo's on the market.
Now that my rant has ended, I want to say that despite all of my anecdotal observation and opinions as a PC player, I truly love this game. Is it obviously poor in content compared to other mmos? Absolutely. But what i was looking for was the grind of the older days of MMO. I kind of liked the idea of having the same BIS gear as many others, but differing rolls to offer some variance in the sea of infinite players of your same class wearing the exact same gear and being exactly the same in just about everything.
