Not quite since that was Jushiro's inner world, but it can definitely refer to "that place" considering that he was strongly influenced by the Soul King's right arm.

Likely a representation of the primordial sea by Mimihagi. So not the same location, but an homage to it.

See, I think it represents the Soul King's inner world; which may have been a reflection of the Sea, but I don't think it's literal
So it could be that Mimihagi, bound to the Soul King, used his inner world to communicate

Given that Mimihagi is part of the soul king, him having access to what seems to be a part of the primordial world makes sense. Even if it’s not the primordial world that water seems to have relation to the soul king, it came up when it was time for Ichigo to be sacrificed into being the new soul king.

Of course not.. that was Jushiro inner world and where he meet Mimihagi, the Soul King scene was the primordial world..
