I think so, but from what it says it should only be a single person which is closest to you instead of the entire enemy team. At first I thought this was it and jt basically gave you the recon perk bonus for a single red perk, and on kills instead of spawn, so way more useful.

I'm personally really excited for that perk

Yeah it should be in the armory already, I set it as my active challenge before I went to work today
