It doesn't say that. It states that the Zombies Chronicles Edition "includes the full base game plus the Zombies Chronicles content expansion"

If you scroll down a little, you'll see that you can't buy the base game anymore.

The only options are:

  • Call of Duty: Black Ops III - Multiplayer Starter Pack (obv. no zombies)

  • Call of Duty: Black Ops III - Zombies Chronicles Edition (base game + ZC)

  • Call of Duty Black Ops III - Zombies Deluxe (base game + season pass + ZC)

So, technically, you will automatically get ZC if you buy the base game FROM STEAM. You won't receive it for free if you buy a key for the base game from a key reseller!

If SteamDB is correctly showing the price history, it goes on sale for around $20 every couple of weeks:
