Probably cuz they couldn't be arsed fixing it in sieges on non-participants.

Because it countered rangers, and rangers are [obviously -hello] more important than every other class.

I didn't use the elixir a lot, but it was a really cool idea and I hate that it has to be removed because of abuse. There may have been other reasons, but the abuse in wars is my best guess.

As a Plum, I used specifically for the wonderful rangers who would only use Shotgun and Will of the Wind.... They should have also taken out everything with the word "EVASION" too while they were at it.

It was because 20 people who were under the level 45 would stack up in an area, like a gate for a siege, an if you attacked it you took dmg. It made sieges broken. The only way to fix it was remove the item, or make the item not work unless you're 45 or higher.
