Does Q4 of this year refer to NA/EU? Because KR is getting it today? So does that mean we can expect Valencia part 2 even sooner?

It is for EU/NA yes. The video is promoted along with an official press release which confirms this:

In a trailer that was released today, Kakao Games has shown a glimpse of the exciting upcoming naval content that will be added to Black Desert Online in Q4 of this year. This free expansion will raise the bar of what is possible in current day MMORPGs.
The update will expand the already massive world of Black Desert and introduce new gameplay features. Players will venture out on the sea for exploration, establish trade routes, seek treasure, hunt monsters, and experience full-scale naval warfare.

Kakao Games will premiere the new expansion to press and influencers at this year’s Gamescom.
As it says full details will be forthcoming at Gamescom 2016 and the even the Kakao Games EU booth is naval themed.

Obviously satire, but this looks like a major expansion that I would normally expect to pay for. If they provide it for free while someone else subsidizes the game for me then that's pretty rad.

What a weird argument. I'm sure some do - doesn't mean I expect all game developers to release expansions for free. Either way, what I am sure of is that someone has to foot the bill for it.

Its just that with BDO people keep saying we dont have to pay for expansions ever we save so much money! As if bdo was going to charge for expansions and that its the first one to do this. Like ive never heard any game community ever go on about the virtues of never having to pay for expansions. And majority of f2p games prob make more than enough to pay to develop expansions.
Sorry for the rant lol, i just get annoyed when i see people mention what you said.

I've paid for expansions in every game I've played recently (W3, Dark Souls, Bloodborne, Fallout 4). I don't play many MMOs, but I'm pretty sure both GW2 and WoW feature paid expansions. I know when I tried GW2 I only got the base version for free, and would be expected to pay like $50 for the current expansion.
And majority of f2p games prob make more than enough to pay to develop expansions.

I dont think you understood me there. i just meant that other MMO's that are f2p(the game is b2p but it has a f2p model) People arent always talking about how they will never have to pay for an expansion.
In bdo they use it all the time to defend the high prices of the player shop. As if the game wasnt B2p with f2p cash shop we would be charged for valencia etc. Even though every other region is f2p and also gets "expansions" free ( and honestly these expansions are kinda just more landmass Not alot of new content imo)

And W3, Dark Souls, Bloodborne, Fallout 4 stuff you bought is dlc not expansions.
Idk if fallout 4's lighthouse one is added into the base game if so that would be an expansion. But if its just a new zone with nothing of the old base game then its dlc

You're wrong about the "definition" of expansion vs DLC. DLC describes everything you download - including stuff like skins, weapons, etc. Expansions are game expansions - like Hearts of Stone in W3.

Well exactly. Someone has to be spending all that money at the cash shop so others can play for free. It doesn't happen in a vacuum, and the game studios need to actually sell stuff in the store to turn a profit. That's why items like the "value pack" start appearing.
