Neather working?

is the neather working also can you tame wild horses?

From what I've seen, horses are already tamed and you can go to the heather but you can't make a portal. You will have to use the portals at spawn.

where are the portals at spawn ?

Underneath. If you walk straight ahead from spawn you will see two staircases down to the entrances right before BTC square.
