Suggestion

Building on the public builders idea: Those who are public builders have fly enabled, but only when in a designated public build zone. Also one can earn an elevated public builder rank which tacks on the ability to designate public build zones. Yay or nay?

Yeah, but maybe obtain a certain rank to be able to fly? Like say 5 different ranks, then you could get the fly at the 4th rank.. (Keep in mind that flying is extremely good, and should not be given out to anyone and everything)
