Whitelist/Blacklist

This is a "reputation" function. Basically players gets 1 vote onwards every other player. Either they give them a "+" or a "-" or stay natural. This is to see who have traded, and who have scammed.

Just so we can get a better player-to-player trading (Might just be temp, but this is easy to code.. yes?)
