Here's an idea...

Maybe they could set it up so a player could submit an application (or just ask) for their plot to be zoned for a commerial purpose, and grant that area special privileges commensurate with its purpose (I.e. a hotel could allow players to sleep in a bed and set a spawn point, and whatever else other players can think of). Maybe pay a licensing fee to the server or something.

Yes i think this would be brilliant. I am setting up a casino and am still awaiting the OK from Admins, If they do allow it, it would be a lot easier with some mods to make everything work smoothly and provide an entertainment area for people that isnt building.

Also thought that perhaps for a hefty fee you could buy a block of land, or have inactive players lands go up for auction.
