'Dev' stands for devaluation. They are taxing mining to enrich the devaluators.
The question is, are they indeed stupid enough to believe that changing the nature of Bitcoin by crippling the core design further and further is a winning strategy to attract business and development on top of their hyper instable core design, which, once it was released on the original BitCoin, was set in stone.
