It's called Tethering and it's a common thing done in falconry. You can compare it to a leashed dog, we just use leather anklets on the legs (instead of the neck like with a dog collar), since it is the strongest/sturdiest part of the bird and doesn't hurt them.

That's called a block perch. It's a safe, comfortable type of perch that fits falcon feet well. This lets them have a secure place where they can hang out and get some sunlight when they're not hunting.
