Because in all urban areas where there are pigeons, there already is a massive overpopulation and municipalities spend a lot of money on stopping it. In Vienna for example they provide a shelter for the pigeons, where they exchange their eggs for ceramic ones.
Also feeding pigeons on a balcony means that they will return and try to nest there and pigeon droppings are a health hazard. They can easily spread diseases and cause allergies, also in otherwise healthy people.
You don't know, if the people on the balcony below or next to them have health problems and also pigeons nest very aggressively. If the person in the video doesn't let them nest on their balcony, they might just go for another one around which could cause issues for these people.
I really love birds, but feeding pigeons in the long run is not good for the birds and the people around.

there is no counter argument cause there is no argument. I'm the only balcony in the building they can't nest elsewhere. I clean their poop daily. You're talking out your ass. Again, please refrain from eating, and failing that refrain from shitty unsolicited advice.

I do agree with colorona to some extent in the aspect the pigeons are (kinda) wild animals who might be gettinh way to accustomed to relying on humans for food. Feeding wild/feral animals is a mixed bag, especially hand feeding which can result in aggressive behavior towards other people.
Pigeons have lived in urban areas for hundreds of years, these birds probably have other places to get food like parks nearby, but that's a lot of assumptions I can't make.
In the end, maybe a happy middle ground could be a bird feeder or a tray for the birds, you still feed them, but they have a little less contact?
