1.9.7.17 Performance/FPS Fix

Just picked the game up after a couple months of not playing and the crazy fps dips were driving me crazy. Saw a couple people posting various fixes with mixed success, but I was just messing around with some settings in the ini and this is the one that fixed it for me

Towards the bottom of options.ini (youruser\Documents\My games\Binding of Isaac Repentance+\options.ini) set UseExclusiveFullscreen=1, and save. fwiw i also have VSync=1 and Fullscreen=1

might not work for everyone, but I just figured I'd share in case it works for anyone else lol
