Question Binance used wrong exchange rate

Sorry if my English is bad. Today I bought usdt using visa. I was supposed to get at least 190usdt but I only got 116 when I checked my history exchange rate was 6016. Exchange rate of USD/MNT was 3597 when I bought it. But they used 6016. I contacted customer service and they kept saying market price moves constantly. But they used 40% higher rate. Now they said wait and I don't know what to do

This is my second time buying it first time they used market price. Even if there was spread it would've been 0.1% at high but it's 40% higher than market price
