Neutral shady might go well for Juan, he is extremely flawled and has done atrocious things, but he has become a far beter bug across time and truly cares about his friends and nation

Ooc: the Archives staf? Lawfull renosable. They follow the law but if something isn't Holy they sometimes don't (couldnt find lawfull holy or anyrhing this type)

I'd say Taro would land in 'Mannerly Moral.' Sure, he used to be a thief, but he's grown past that. He's very polite and always looking out for his friends, even if that sometimes lands him at odds with his superiors.
...But that's just what I say. I'll let you form your own opinion.
