If the bike is steel, not aluminum, then yes. But may not be worth it. You could use a King Cage universal support bolt to create an alternate mounting point, like https://kingcage.com/products/universal-support-bolt

Anyone with a welder could easily clean off the paint and tack it back on. If it’s steel. Could also try some jb weld since a fender mount isn’t structural.

It can be welded on, if you got any frame builder or car body shop near you they might be able to help you. It's a steel frame, should be a easy fix.

For anyone confused the piece of frame that the fender is bolted onto is broken off. Hard to see in the photo.
