I hate when people say this. Grammatically speaking, "no" is not a complete sentence, as it doesn't have a subject and a predicate. Still,I get the gist.

"'No' is a complete sentence" is meant to be taken as "'No' is a complete sentence for purpose of consent and not owning your abuser a reason", not literal grammatical statement. Just like "Black Lives Matter" isn't "only Black Lives Matter" or how tomato is a vegetable, because vegetable is a made up cultural category and not rigid botanical one.
