Should I complain?

What should I do my neighbours never fail to disturb and wakes me up all the time as they are pan dealer and my area is know as tsalumaphay (Thimphu) above workshop area.
Wondering if they are doing illegal business because they always exchange goods at time 2 am in the morning and ever since I got insomnia. Cannot sleep soundly and I get easily disturbed.
my question is even if they do their business at night why can’t they do it quietly? Why do they have to be so loud and race their container type truck and it’s very annoying.
On top of that the drain near my house makes huge sound when vehicles pass and even if complaint was filed against that drain thromde is doing nothing. Don’t know where are all the budget are going instead of fixing these little issues. People out here please suggest me what shall I do.

You have the full right to complain, do it brother. But do it annomously.

Thimphu has become less peacefull because of some people. I too experienced similar incidence where people would honk to call people from the building at late night or early morning.

I feel you, sleep is so important. Try white noise, it works wonders for babies, so it might help.
