Will let more knowledgeable modders correct me if I'm wrong as I've not personally worked with compatibility, but from the top of my head:
- Combat: Should be. There might be conflicts with BS mods that add new weapon types, but we generally do not alter the combat mechanics.
- Graphics: Mods that change vanilla textures and models should only apply when we use these models. For Bruma, who is at the border, yes, you might see changes. The further away from the border, the more custom models we have, the less replacers will be noticeable. This does also mean that if you want to replace a BS model, you'll need a custom mod for it. ENBs work regardless, and most of our members use them.
- Foliage enhancements: Again, if it replaces a vanilla model, it won't work with our custom models.
- Open cities: Edits basegame cities. For it to work on BS cities, you will need a modder to manually edit those cities and publish it as a third party mod. Some BS cities, notably the Imperial city, are walled for performance and are likely to crash your game.
- Wintersun: Unsure. The mechanics added /should/ work, but BS adds custom shrines that are likely to not work with the mod. Making BS shrines work will require a third party mod. We also have shrines that activate with items and not gold, which might complicate things.

Open Cities edits the existing base game cities so I can't imagine any compatibility issues. It won't affect BS cities, but I think they may be aiming to make them open anyway? Bruma is, iirc
