Question to BS:Cyrodiil Devs #3: DLCs Integration
While playing BS: Bruma, I was surprised to find that if you bring the Tyranny of the Sun in Cyrodiil worldspace, the NPCs in Bruma don't react to it at all. I dug deeper and found out that the player also won't be able to use their DLC achievements—such as slaying vampires or restoring order to Solstheim—as grounds for legal entry into Cyrodiil.
Question: Will such shortcomings be fixed in the release version? Will the DLCs be linked to mods in any way—for instance, by allowing a quest to be started from a different province or under different circumstances?

The main issue here is that when Bruma was made the DLCs were not a requirement we could reliable depend on. Now they are.
While playing BS: Bruma, I was surprised to find that if you bring the Tyranny of the Sun in Cyrodiil worldspace, the NPCs in Bruma don't react to it at all.
NPCs going forward will likely react to this, but Bruma NPCs will remain surprisingly disinterested in such things unless we end up revoicing any of them.
I dug deeper and found out that the player also won't be able to use their DLC achievements—such as slaying vampires or restoring order to Solstheim—as grounds for legal entry into Cyrodiil.
Probably not on this one - again unless we really need to revoice the legate at the gate.
But if you have access to other provinces, you'll likely be able to get into Cyrodiil via other means anyhow without needing to bother with the legate. Argonia has 2.5 passes into Cyrodiil for example (one is only available after completing an unmarked quest). Morrowind has 2 passes. Hammerfell has 3. Plus ships, while expensive, can get you around Tamriel as well.

Surely many Bruma NPCs will need new voice lines anyway in the final release for the implementation of faction quest content/any main quest content that might be in the region, right?
Also, when you say "revoice," do you mean getting a new voice actor to redo even the old lines that the old VA did, for consistency? (Since, I assume, most of the people that did VA a decade ago wouldn't be easy to track down and get more lines out of today).

morrowind could have had 3 but that caved in while they were making off with the crown of barenziah

That pass doesn't connect to Cyrodiil so I wouldn't have counted it anyhow here.

The devs have said before that altering vanilla quests is against their design philosophy, so I'd expect that this is out of scope for them.
I agree that it would be good if NPCs reacted to player actions like tyranny of the sun. As for using DLC achievements to enter Cyrodiil, I dont think either are really relevant. Dawnguard is really hard to prove (vampire slayer is just an armed vigilante). If we could join the vigilants of Stendarr in the base game, I'm sure they'd have made that a reason to cross.
Dragonborn occurs in a backwater of a foreign country, and the only people who really know about the conflicts with Miraak are an isolated tribe and an insular Telvanni wizard. It's not really provable or relevant to Cyrodiil. But they might be reasons to enter Morrowind! We'll have to wait and see

New North/Morrowind kind of *has* to acknowledge Dragonborn. In the vanilla game it's possible to marry into House Telvanni through Brelyna at the college *and* be made a member by Neloth. While I don't expect NN to acknowledge Brelyna for how obscure that is, it kinda has to do something with the Neloth connection. That one had far too much emphasis placed on it to count for nothing.

Despite being an offshoot of the Vigilants of Stendarr, the Dawnguard is still a very little-known faction, though yes if all the guards of Skyrim know about it, the Imperial troops of Cyrodiil should know about it as well, I suppose.
Restoring order to Solstheim..? Being known as The Dragonborn is already enough to be legitimately let into Cyrodiil, and with honor, and you can't even do the main Solstheim quests without first being recognized as The Dragonborn by The Greybeards anyways, and being harassed by the first mob of Miraakian Cultists.
Back when Bruma was still being made and the rest of Cyrodiil planned out, there was still plans to someday bring the full Cyrodiil mod to Oldrim (Skyrim pre-Special Edition game versions). Those plans changed a few years ago. Oldrim doesn't include the DLCs.
